On our elementary and highschool days we use Webster dictionary. It is our reference of word meaning. Maybe that influences our word meaning. In case of ball pen maybe it refer to the TiP of the pen.

It doesn't matter about what accent the way you spoke. It's natural because Filipino has it's own mother tongue of speaking it becomes a hobby. Don't tell me whole the world speaks accurate accent of an English. Don't make it funny.

    (Phils.) In Partially…
it's brownout, but all feathers or all lines s blackout.
not all.. switch off or switch on the light

In addition, when Filipinos say pocketbook, it literally is a small book but in USA pocketbook is a bag.

I disagree about the napkins. My Filipino generation calls it napkin for table napkins and the pads sanitary napkins or sanitary pads which later on became pads, the rubber shoes are sneakers.

Brownout is when a local area is affected and Blackout is more than one location or nationwide.

Turn off/Turn on the light was taught in school but some Filipinos insist on using close or open.πŸ€”πŸ€”πŸ€”

In manila, "brownout" is a partial affected areas or small town, "blackout" the whole cities or region. Also, the word toothpaste we called it toothpaste not "Colgate", only those in the provinces usually said it. Also we used to say "pls turn off the light" or "pls turn on the the light" here in Manila.
